Something wrong -again- with Ryanair? (updated)

It's been some time now that we 've pointed out in our fb page the inconsistency observed in Ryanair's website regarding Rhodes 2014 summer schedule. Routes were shown in airlines "new routes" page with launch dates similar to 2013 ones (late March early April) but the actual booking engine of their site brought back in most routes different dates.

We all thought they may be loading flights later but time has passed, flights weren't loaded and finally a couple of days ago their "new routes" page changed launch dates to the ones we 've already observed in their booking engine. In the below table you can compare 2013 and 2014 schedules:

From the above table we can easily conclude that the airline will bring less passengers than in 2013 summer, so, the real question is if Ryanair is breaching terms of agreement or not, and if yes why or in any other case what kind of agreement was signed by local authorities? We are not really sure that local authorities are aware of the situation, hope they already are directly by Ryanair and explain us all what happened otherwise we will need answers from the airline itself.
